VOLUME XV, NUMBER 3

MAY IS MONEY MONTH

This year in May, the Congress begins the process of deciding on the Federal Budget for next year (beginning October 1, 2001).
The construction of the new and higher bridge in Bound Brook is expected to be finished next year.
Before that first construction is completed, we expect that the second construction contract will begin.

THE SECOND CONSTRUCTION CONTRACT

The second contract (known as Segment T) will involve an earthen levee along the bank of the Green Brook stream in Bound Brook Borough.
That levee will also extend along the small Vosseller Brook at the north end of Billian-Legion Park in Bound Brook.
As part of this protection, a high capacity pumping station will be built into the levee, near the new bridge. In big floods, this pumping station will gather up the rainwater which falls within that portion of Bound Brook, so that it can be pumped out, over the levee, and into the Green Brook.
Construction plans and specifications for this second construction contract are expected to be completed later this year. An actual construction contract for this second piece will follow.
This second construction will begin before the present construction has been completed.

THEN WHAT?

Work is now underway on the final construction design and specifications for the third piece of the Project. This third piece will be built along the bank of the Middle Brook, at the western edge of Bound Brook Borough.
The plan is to have necessary design work and all of the needed permits ready so that actual construction can being along the Middle Brook before the construction work around Billian Legion Park has been finished.

2002 WILL BE A BUSY YEAR

To carry out all of the necessary engineering and design work, and to provide money for the construction contracts which will follow, the Commission has asked Congress for an appropriation in the new Federal Fiscal Year (FY 2002) of $10,000,000.
The Commission believes that this amount of money, together with New Jersey's matching 25% share, will keep the Project moving forward at an energetic pace during 2002.

WHAT ABOUT THE REST OF THE BASIN?

The Federal Engineers, and the State of New Jersey Engineers, will be busy during 2002 refining the plans for protection in the rest of the Green Brook Basin.
Protection for the western portion of Middlesex Borough is receiving priority attention.
When those plans have been finally settled, the effort will then move to protection for the balance of Middlesex Borough.
After that, the focus will fall on protection for Dunellen, Green Brook and Piscataway.

PROTECTION FOR THE REST OF THE BASIN

The Federal Engineers, the State Engineers, and the Commission have not forgotten about protection for the balance of the Basin.
There are major challenges which need to be worked out in order to provide proper protection for all of the balance of the Basin.
The Commission is keenly aware of the important need for full protection throughout the entire basin. The Commission is determined that we will never give up until protection is finally in place for all of the people and property of all of the Green Brook Basin.
With continued support by Congress, by the State of New Jersey, by the three Counties and the affected Municipalities, the Commission is determined that protection will be provided for all.
